It became on autonomous body ( registered under the Indian Societies Act ) in October, 2004. The Institute aims to provide State of the Art training in areas related to public administration and governance so as to enhance the competence of the government functionaries in delivering services in their respective fields. It also enables a constructive interface between the government and all the stakeholders outside the government to attain the ultimate goal of good governance. The Institute is strongly committed to human capital development and organizational learning programmes to enable smooth adaptation to change. | | The Main Institute (SPIPA) | | The Main Institute was originally located at Meghaninagar. In 1985, it moved to the new premises at Jodhpur Tekra . SPIPA occupies eight acres of land, with a main building providing an auditorium with capacity of 250, a library, computer labs, three seminar halls, 17 lecture rooms, two administrative units, a hostel with 84 rooms and all support infrastructure including kitchens and dining halls, staff quarters and four independent units of VIP accommodation. |
| History | | SPIPA is the apex training institute of the Government of Gujarat. As an apex institute, it provides the basic foundation courses of 45 days for all fresh entrants in class I & II services of the State Government. SPIPA is also the in-service training institute of the officers of Gujarat Administrative Service and for Class II service officers like Mamlatdars of the Revenue Department.
It also provides regular periodic short courses on both the general aspects of administration and on specific fields pertaining to administration. The number of courses offered by the institute has been increasing every year reflecting the increased importance being attached to training as a basic tool of human resource development.
To perform the function of the apex training institute in a coordinated manner, the Director General of SPIPA is also designated as Commissioner of Training for the Gujarat State.
Originally started in 1962 as the Administrative Training School, the Institute was recognised and strengthened and renamed as Sardar Patel Institute of Public Administration in the year 1974. The Institute has its own building with all modern facilities. The new premises were occupied on 13th December 1985 in the august presence of Late Shri Zail Singh, the then President of India. Its main building consists of a big auditorium and a good library with over 67154 books. It also has a computer centre with 44 P.C.'s Pentium 4 System with Windows environment, Fax machine & DTP system as well as a language laboratory of its own and modern audio-visual equipments including video projector and projection T.V. to use video-films as a part of its input delivery mechanism. It has seventeen lecture halls and administrative units. Its hostel has 84 rooms and can accommodate 144 participants at a time. It also has small guests houses and residential quarters.
SPIPA has been recognised as one of the regular institutions for imparting training to All India Service Officers. The Government of India, (Training Division) has been sponsoring officers from outside the State from IAS,IFS (Forest) & IPS cadres for specific training courses designed for these officers.The Institute provides induction training for IAS officers,allocated to the Gujarat Cadre.
The Institute has been recognised as a specialised Institute for Imparting training in the field of decentralised planning.
Government of India has created a Natural Disaster Management Cell in this institute for providing specialised training to the participants of Western Region. |

| Memorandum of Association | | The Sardar Patel Institute of Public Administration is constituted basically, for training various categories of employees, for acting as a think tank and information resource center for the government, to bring together various Training Institutes of the government for implementing the Common Training Policy of the State Government.
The Sardar Patel Institute Of Public Administration shall be providing consultancy and other services to all Departments of the State Government, and for this purpose it shall assess the training needs of all Departments of the State Government at different levels and in different areas. Further it shall act as a think-tank for the Government in respect of its different problem areas, for systematic restructuring and institutional upgradation and will devise and plough back solutions to the same. The institute will, in addition create information flow in the State, act as a platform for different programmes, co-ordinate between different organizations and institutions of the State and the Central Government. |  | To Read the text of Memorandum of Association Click Here  | |
