About SIRD

About SIRD


The State Institute of Rural Development (SIRD) is the state apex body for imparting trainings for the Rural Development Programmes and Panchayati Raj. SIRD was merged with SPIPA in 2006 as an autonomous organization under the Rural Development and Panchayati Raj Department of Government of Gujarat. SIRD was established on 29th February, 1996.


To emerge as centre of excellence for enhancing the capabilities of rural development personnels and functionaries for effective implementation of rural development programmes and Panchayati Raj for the benefit of the rural people.


To sensitize and develop the capabilities of Rural development and Panchayati Raj personnels and other functionaries through organising trainings, seminars, orientation programmes and workshops for the upliftment of the rural people with particular focus on rural poor.


The objectives of the SIRD are mentioned as under :

  • To organise the training programmes, workshops, seminars and orientation programmes for the personnels of rural development and Panchayati departments and various target groups.
  • To develop the need based training modules for different target groups.
  • To prepare literature for various training programmes and thereby disseminate information about various activities of rural development and Panchayati Raj.
  • To evaluate and carry out research of selected activities of rural development and Panchayati Raj.

Future Course of Action

  • The future task of the SIRD is to facilitate the efforts of the Government in the rural development sector by improving the knowledge, skills and attitudes of rural development officials and non-officials through organizing training, workshops and seminars.
  • The SIRD will evaluate and monitor the schemes, both implementation and policy direction wise. It hopes to suggest both policy changes, corrective measures in implementation and provide an effective review mechanism. It also proposes to produce detailed analysis of the best practices and innovations to ensure that these can be studied, replicated and put to use as a basis for further policy changes.
  • The SIRD must also conduct original research on policies, strategies, programmes, delivery systems and people's participation relating to the micro-level interventions in rural development, specifically in drinking water and sanitation, rural health care, training and capacity building, primary education, voluntary action, human development including youth, child and women empowerment.
  • The micro-level activities and programs in the State that focus on organizational and behavioral development, stress management, group dynamics, attitude and behavior change, creativity, innovation, motivation, mindset model, leadership, communication and performance management are its core areas of training, research and consultancy.
